Gwen Elizabeth Cooper was a South Wales Police constable who was recruited into Torchwood 3, the Cardiff branch of the Torchwood Institute, in 2007. By 2009, she served as a senior operative of Torchwood. She was the wife of Rhys Williams and the mother of Anwen Williams.

Gwen Elizabeth Cooper was born in Swansea on 16 August 1978 to Geraint and Mary Cooper. (TOR: "Children of Earth: Day Two") She was from an old Cardiff family that had resided there since the 19th century. Due to spatial genetic multiplicity, she physically resembled a servant girl from that era named Gwyneth. (DW: "Journey's End", "The Unquiet Dead")
