Borusa

Lord Borusa was a Time Lord jurist and teacher who served as the Lord President of Gallifrey. Before becoming President of the Council, he held the office of cardinal as the head of the Prydonian Chapter and was ratified as Lord Chancellor following the death of his predecessor Goth.
